पश्चिम चंपारण के जिला परिवहन कार्यालय में भ्रष्टाचार का मामला सामने आया है, जहाँ तीन सरकारी अधिकारियों/कर्मचारियों और चार दलालों के खिलाफ प्राथमिकी (FIR) दर्ज की गयी है। जिलाधिकारी ने साफ चेतावनी दी है कि भ्रष्टाचारियों को किसी भी सूरत में बख्शा नहीं जाएगा।
कैसे सामने आया मामला?
हाल ही में, जिला प्रशासन के संज्ञान में एक वायरल ऑडियो आया था। इस ऑडियो में पश्चिम चंपारण के परिवहन कार्यालय में पदस्थापित मोटरयान निरीक्षक (Motor Vehicle Inspector) और अन्य कर्मियों द्वारा अनैतिक लेन-देन की बातें थीं।
जांच कमिटी का गठन और पुष्टि
जिलाधिकारी श्री धर्मेन्द्र कुमार ने मामले को गंभीरता से लेते हुए तुरंत तीन सदस्यीय कमिटी का गठन किया। इस कमिटी ने वायरल ऑडियो की सत्यता की जांच की। जांच के बाद, कमिटी ने अपनी रिपोर्ट में बताया कि ऑडियो में अवैध लेन-देन की बात प्रथम दृष्टया सही पाई गई है।रिपोर्ट में पूजा कुमारी, मोटरयान निरीक्षक, और जिला परिवहन कार्यालय के अन्य कर्मियों की संलिप्तता की पुष्टि हुई।
तत्काल कार्रवाई: FIR और निलंबन की सिफारिश
जांच रिपोर्ट मिलने के तुरंत बाद, जिलाधिकारी श्री धर्मेन्द्र कुमार ने जिला परिवहन पदाधिकारी, पश्चिम चंपारण, बेतिया को आदेश दिया कि वायरल ऑडियो और जांच रिपोर्ट में नामित सभी लोगों के खिलाफ भ्रष्टाचार निवारण अधिनियम की धाराओं के तहत नामजद प्राथमिकी दर्ज की जाए। इसके साथ ही, संबंधित सरकारी अधिकारियों/कर्मियों के निलंबन की सिफारिश के साथ विभागीय कार्रवाई (प्रपत्र-क) गठित करने का भी आदेश दिया गया।
इनके खिलाफ हुई FIR
जिलाधिकारी के आदेश का पालन करते हुए, जिला परिवहन पदाधिकारी, पश्चिम चंपारण, बेतिया ने निम्नलिखित लोगों के खिलाफ प्राथमिकी दर्ज कराई है:
- पूजा कुमारी, मोटरयान निरीक्षक, जिला परिवहन कार्यालय, पश्चिम चंपारण, बेतिया
- श्री संतोष दास, मोटरयान निरीक्षक, जिला परिवहन कार्यालय, पश्चिम चंपारण, बेतिया (वर्तमान में परिवहन विभाग, बिहार में प्रतिनियुक्त)
- श्री संजय राव, तत्कालीन लिपिक, जिला परिवहन कार्यालय (वर्तमान में भूमि सुधार उप समाहर्ता कार्यालय, बगहा में पदस्थ)
- इस प्रकरण में संलिप्त चार बिचौलिए (दलाल)
भ्रष्टाचार पर जिलाधिकारी की कड़ी चेतावनी
जिलाधिकारी श्री धर्मेन्द्र कुमार ने स्पष्ट निर्देश दिया है कि सभी कर्मी और पदाधिकारी अपने सौंपे गए दायित्वों का ईमानदारी और निष्ठापूर्वक निर्वहन करें। उन्होंने सख्त लहजे में कहा है-
“भ्रष्टाचार से जुड़ी किसी भी पुष्ट और साक्ष्य आधारित शिकायत मिलने पर कठोर कानूनी कार्रवाई की जाएगी और किसी को भी बख्शा नहीं जाएगा।”
Anti-Corruption Crackdown in Bettiah: FIR Against 3 Transport Officials, 4 Agents; DM Issues Stern Warning
In a significant move against corruption, three government officials/personnel and four touts (agents) from the District Transport Office in Bettiah have been booked (FIR filed) on charges of corruption. The District Magistrate has issued a stern warning, stating that corrupt individuals will not be spared under any circumstances.
How the Corruption Came to Light
The district administration recently became aware of a viral audio clip. This audio allegedly contained conversations indicating unethical dealings by a Motor Vehicle Inspector and other staff posted at the Transport Office in West Champaran.
Investigation Confirms Allegations
Taking the matter with utmost seriousness, District Magistrate Shri Dharmendra Kumar immediately formed a three-member committee to investigate the authenticity of the viral audio. Following their investigation, the committee submitted a report confirming that the illegal transactions mentioned in the audio were prima facie true. The report also implicated Pooja Kumari, Motor Vehicle Inspector, and other personnel of the District Transport Office.
Immediate Action: FIR and Suspension Recommended
Acting swiftly on the report, DM Shri Dharmendra Kumar ordered the District Transport Officer, West Champaran, Bettiah, to file an FIR under relevant sections of the Prevention of Corruption Act against all individuals named in the viral audio and the investigation report. Additionally, he ordered that departmental proceedings (Prativedan-Ka) be initiated with a recommendation for the suspension of the involved government officials/personnel.
Individuals Against Whom FIR Has Been Filed
Complying with the DM’s order, the District Transport Officer, West Champaran, Bettiah, has filed an FIR against the following individuals:
- Pooja Kumari, Motor Vehicle Inspector, District Transport Office, West Champaran, Bettiah
- Shri Santosh Das, Motor Vehicle Inspector, District Transport Office, West Champaran, Bettiah (currently deputed to the Transport Department, Bihar)
- Shri Sanjay Rao, former clerk, District Transport Office (currently posted at the Land Reforms Deputy Collector’s Office, Bagaha)
- Four intermediaries (touts) involved in the case
DM’s Strict Warning Against Corruption
The District Magistrate has clearly instructed all staff and officials to discharge their duties with honesty and dedication. He emphatically stated that strict legal action will be taken based on any confirmed and evidence-backed complaints of corruption, and no one will be spared.
