बिहार सरकार के विभिन्न विभागों में पिछले 20 सालों से संविदा पर काम कर रहे बेल्ट्रॉन (बिहार स्टेट इलेक्ट्रॉनिक्स डेवलपमेंट कॉरपोरेशन) के प्रोग्रामर, डाटा एंट्री ऑपरेटर, आशुलिपिक (स्टेनोग्राफर) और आईटी बॉय/गर्ल ने अपनी सेवाओं के स्थायीकरण और राज्य कर्मचारी का दर्जा दिए जाने की मांग को लेकर मोर्चा खोल दिया है।
अनिश्चितकालीन हड़ताल का समर्थन:
राज्य स्तरीय डाटा एंट्री ऑपरेटर एकता मंच (गोप गुट) द्वारा 2 जुलाई 2025 को घोषित अनिश्चितकालीन हड़ताल के समर्थन में, पूर्वी चंपारण जिले के बेल्ट्रॉन कर्मियों ने 11 जुलाई 2025 को शाम 6:30 बजे मोतिहारी के गांधी चौक (मीना बाजार) से कचहरी चौक तक एक विशाल मशाल जुलूस निकाला।
जुलूस में शामिल हुए पदाधिकारी और कर्मी:
इस मशाल जुलूस का नेतृत्व जिला सचिव प्रदीप कुमार राय, अध्यक्ष संतोष कुमार, उपाध्यक्ष रामापति प्रसाद, सोनू कुमार, संयोग कुमार, विवेक कुमार और मंटु कुमार ने किया। पूर्वी चंपारण जिले के विभिन्न कार्यालयों में कार्यरत प्रोग्रामर, डाटा एंट्री ऑपरेटर, आशुलिपिक और आईटी बॉय/गर्ल (बेल्ट्रॉन कर्मी) ने इस जुलूस में बड़ी संख्या में भाग लिया।
राज्य सरकार से स्थायीकरण की अपील:
मशाल जुलूस के माध्यम से राज्य सरकार से अपील की गई कि सभी बेल्ट्रॉन कर्मियों की सेवाओं को समायोजित कर उन्हें भी राज्य कर्मचारी का दर्जा दिया जाए।
20 वर्षों से कर रहे हैं काम, अब भी उपेक्षित:
हमारे संवाददाता से बात करते हुए, जिला सचिव सह प्रदेश उपाध्यक्ष श्री प्रदीप कुमार राय, अध्यक्ष श्री संतोष कुमार, और उपाध्यक्ष श्री रामापति प्रसाद ने कहा कि वे सभी बेल्ट्रॉन कर्मी पिछले 20 वर्षों से सरकार के सभी कार्यों को अपनी जिम्मेदारियों से बढ़कर निभाते आ रहे हैं। इसके बावजूद सरकार द्वारा उन्हें बार-बार “आउटसोर्स” कहकर उपेक्षित किया जाता रहा है।
17 जुलाई से कार्य ठप करने की चेतावनी:
बेल्ट्रॉन कर्मियों ने चेतावनी दी है कि अगर सरकार 15 जुलाई 2025 तक उनकी 11 सूत्री मांगों (जिसकी छाया प्रति संलग्न है) पर विचार नहीं करती है, तो राज्य के सभी प्रोग्रामर, डाटा एंट्री ऑपरेटर, आशुलिपिक और आईटी बॉय/गर्ल 17 जुलाई 2025 से सभी प्रकार के कार्यों को पूरी तरह से बंद कर अनिश्चितकालीन हड़ताल पर चले जाएंगे।
मांगें न मानने पर आमरण अनशन:
उन्होंने आगे कहा कि यदि सरकार फिर भी उनकी मांगों पर ध्यान नहीं देती है या कोई विपरीत टिप्पणी करती है, तो वे मजबूर होकर आमरण अनशन करेंगे, जिसकी पूरी जिम्मेदारी राज्य सरकार की होगी।
BELTRON Workers Stage Torchlight Procession, Demand Regularization; Warn of Indefinite Strike from July 17
Motihari, East Champaran:
Contractual employees of BELTRON (Bihar State Electronics Development Corporation), including programmers, data entry operators, stenographers, and IT boys/girls, who have been working in various Bihar government departments for the past 20 years, have launched a protest demanding regularization of their services and the status of state government employees.
Support for Indefinite Strike:
In solidarity with the indefinite strike announced by the State Level Data Entry Operator Ekta Manch (Gop Gut) on July 2, 2025, BELTRON workers from East Champaran district held a massive torchlight procession on July 11, 2025, starting at 6:30 PM from Gandhi Chowk (Meena Bazar) to Kachari Chowk in Motihari.
Leaders and Workers Join Protest: The procession was led by District Secretary Pradeep Kumar Rai, President Santosh Kumar, Vice Presidents Ramapati Prasad, Sonu Kumar, Sanyog Kumar, Vivek Kumar, and Mantun Kumar. A large number of programmers, data entry operators, stenographers, and IT boys/girls (BELTRON employees) from various offices in East Champaran district participated.
Appeal for Regularization:
Through the torchlight procession, an appeal was made to the state government to regularize the services of all BELTRON employees and grant them the status of state government employees.
Working for 20 Years, Still Neglected: Speaking to our correspondent, District Secretary-cum-State Vice President Pradeep Kumar Rai, President Santosh Kumar, and Vice President Ramapati Prasad stated that all BELTRON employees have been performing government duties diligently for the past 20 years. Despite this, they have been repeatedly neglected by the government, often being dismissed as “outsourced” workers.
Warning of Work Stoppage from July 17:
The BELTRON workers have warned that if the government does not consider their 11-point demands (a copy of which is attached) by July 15, 2025, all programmers, data entry operators, stenographers, and IT boys/girls across the state will be forced to cease all work and go on an indefinite strike starting July 17, 2025.
Hunger Strike if Demands Unmet:
They further added that if the government still ignores their demands or makes any adverse comments, they will be compelled to go on an indefinite hunger strike, for which the state government will be solely responsible.
